Have you tested for exhaust leak (air being drawn in before or immediately after the cats?
Smallest amount of unregulated air can cause this symptom
Measure the oxygen content at the exhaust = should be zero (0) in O2 content
Also briefly block the exhaust with a rag and listen for any hissing from the exhaust components
It seems a common fault around the world as long as there is scrap value in the precious metals within the cats.
There are stocks of cats in some aftermarket companies and I believe some use different materials to achieve the same catalytic conversion which will help in the long term as no value to theives
Worth checking the wiring as it goes into the tailgate from the body as this can cause breaks in the wires as the tailgate opens and closes and articulates the wiring loom
It may be worth looking at the wiring loom that comes through from the bulkhead area (A post) into the door as this articulates when the door is opened and closed and could have broken a wire?

Sounds like there is an intake leak from the engine and you are losing vacuum for the brake booster and also engine performance relates to this fault as well
Most manufacturers artificially increased the economy claims by various means and although the vehicles can obtain the higher figure it does take a lot of doing, e.g. at night, with no traffic, less fuel in the tank, no passengers, etc, etc
I would definitely take the car to the Toyota dealership to diagnose as you are dealing with Hydrogen gas which although not necessarily unstable within the fuel cell would still need to be checked to be on the safe side
There were issues with Toyota sourced airbags (from China) which resulted in a massive recall (in Europe) of many vehicles from different manufacturers all using the same sourced airbags.
This may have led to difficulty finding the new supply of airbags that hadn't been earmarked for recall
Used Airbags (e.g. not deployed or been damaged in accident - so stolen/recovered, etc) are acceptable for re-use in Europe (certainly in the UK) and there are dealers who legally trade in them
