The EV mode is limited to speeds below 40 and low acceleration load so that would explain that. you'll also get a warning that EV mode is unavailable. As for sport just push the button to the right just ahead of the center console. If the vehicle isn't responding then there must be something the matter with the buttons or fuse definitely get it to a certified Toyota tech so they can figure it out. Any warning lights?
