Gas pump won’t fill & feels like it will stall when braking

Hello hoping someone may be able to help me narrow down my issue.

possible fixes: 

1) fuel canister solenoid 

2) fuel pump 

3) fuel filter clogged

4) evap vapor canister 

5) ??? other 

 

I’m hoping it’s the fuel canister solenoid as it’s the most accessible and affordable from what I am reading.

Even with an empty tank, fuel pump shuts off every few cents. Typically I make it to about $2.30 and then every few cents it shuts off and I have to keep pumping. If I am not careful and give it a couple of seconds in between, it will overflow even though tank is almost empty. 

seems like a rough idle.

also, when I brake suddenly, it sounds like it’s trying to stall on me. If I let off brake and pump it, rather than pressing - it will help the sound. 
 

any help with narrowing down my issue? I don’t have money to pay someone so I am going to attempt to fix on my own.
