Bracket Rubbing Rear Passenger Tire Tread

I hit a pothole on the highway and my right rear tire started making a very loud rubbing noise. I pulled over and found some sort of plastic bracket came from somewhere in front of that rear tire and pressed against the tire tread. The bracket is sort of shaped like a capital T with a hole in each end of the cross piece at the top. It’s about 4” wide at the top. I tried to break it off and could not. Therefore I twisted it down and towards the front just outside of the wheel well. Does anyone know what this part is? I’ve looked at many parts diagrams and can’t find it. Thank you
