Do the newer highlander hybrids really get around 35mpg?

I have a '21 Hybrid LTD that was getting 33-35 MPG and then the weather turned cold.  Living in Central Indiana, I now am getting 28 MPG. When getting my oil change at the dealership, I asked the Service person if cold weather affected mileage and they didn't know the answer.  I would think when calling for heat, it is generated or drawn off the engine and therefore MPG decreases?

2022 Hylander Hybrid Limited ~2300 miles. 

Short trips around town with short open highway drive (<10 miles), I've been getting ~32 MPG. This past weekend I took it on its first open highway trip. Round trip was ~400 miles. I got 35 MPG.

I guess 35mpg is more than mine does. I'm crazy about riding a bike outside of the city. Just got a new one. So, I bought Highlander to drive long distances. I have a regular gasoline engine and get about 20 in the city and 23-25 on a highway.
