OBD2 protocol for 1997 US Corolla 4A-FE

Hello,

My obd2 scanner (and a different one as well) will not communicate with my 1997 Corolla 4A-FE. I believe the connector was possibly improperly redone in the past as it has wires and terminal connectors on pins #2, #4, #5, #9 and #16. This pinout does not match anything I can locate online. I have read that it might be a J1850 VPW or an ISO 9141 protocol. The pins do not match these specifications. I need to find the correct protocol and see if I can get any info on the issues I have on it cranking but not starting. I even tried the te1 and e1 jumper in the underhood diagnostic  port with no avail.

Can anyone please advise what is the correct protocol for communication on this year, make and model of Toyota?
