Blown fuse fo radio/dome/lighter/lightsonbell/key

Have 2 - 2001 Echo, 60,000 miles. On both, just after warranty, the fuse blew to the bright light indicator,key in ignition warning bell, dome light,cigarette lighter, radio and light left on bell.

One the 4 door echo I replace the fuse (15) and it burned out again. On the 2 door echo, nothing happened. No burnout and no radio, etc. Anyone know what I should look for next. Is there a master type of fuse to check? Tonight I will check all the fuses.

Also, where can one get a translation of what the letters mean on the inside of the fusebox cover.

This has happened to 3 echos I know of. By the way I adore our Echo. I think it is the best, cutest, most socially responsible car around, given the great gas mileage and design. Is it true I have to have the dash cover removed to figure this out? Help. Don't have the $ 200 bucks to take it to the dealer. It is still under the lease but after the warranty. Help
