Tercel Belt Tensioner rusted in place

I've got a 1995 Toyota Tercel that's been in the family since it rolled off the dealer's lot. It has a squealing power steering/AC belt (NOT the alternator belt) that needs tightened but the tensioner bolt is rusted in place. I can't even get the lock nut loose. Any idea what it will take to or how I can fix this?

i also own a 1995 tercel that i have rebuilt the engine on

you might try a little rust blaster wd 40 etc

if that wont help, might have to put enough pressure on it with a strong arm

an then replace the nut an bolt
