91 ST idling too high

Hi y'all.

I need help! My 91 Celica 1.6L snapped the woodruff key on the harmonic balancer. The car overheated(cracked the radiator under filler neck) and now is idling @ 2500-3000 RPM. I did the whole shorting out the pins thing on that relay behind the left shock tower and adjusted the idle speed screw. The screw is bottomed out now and nothing changed. It increases RPM when I backed it out. I'm at a loss right now. No job, shallow pockets, and worn out shoes lol. Thanks for any help you folks can give or ideas.

matybe your throttle cable is too tight? or sometimes rev it a bit and then stop and see if it drops... my sisters sieanna(the van thing) did this too and idk wat my dad did to it when he took it to his shop but ill ask and ill get back to ya
