The dealer says it needs new rack and pinion steering, it is starting to leak, car only has 30,000 miles! Dealer wants $1200 for rebuilt rack and pinion.

I have a 2005 Camry LE in superwhite that is completely chalked out, faded out and dull like chalk, from sitting parked in the sun here in Florida it's entire life. Is there some sort of paint warrenty on these? It only has 30,000 miles on it. It needs a paint job. How likely is Toyota to give me a new paint job assuming that there is a warrenty on the paint? Someone said there is an 8 year paint warrenty.
